Experts weigh up governance form

KATHMANDU, NOV 19 - At a time when the political parties have failed to reach an agreement on the form of governance, constitutional experts have discussed on the pros and cons of three popular models applicable to Nepal’s context.

Experts said on Thursday that the new model of governance should at least address “past flaws” that led to political instability. “There are multiple models that have been in practice in countries around the world, but what matters is how successfully we can operate within them,” said constitutional expert Kashi Raj Dahal, speaking at a programme organised by Human Rights and Democratic Forum (FOHRID).  “While the presidential system ensures stability, it raises the risks of inviting authoritarianism,” said Dahal. “Success of any model of governance depends on the democratic tradition and culture of the particular country.”

Dahal presented pros and cons of all three models of governance -- presidential, parliamentary and mixed -- and said that the parties should make an informed choice based on merits and demerits of each model.

Apprehensive of the “political liquidity” that characterised the post-1990 democracy and its adverse impact on economy, another expert Krishna Pokhrel said Nepal should adopt a model different from the one the country has been following so far.
