Cabinet reshuffles 6 secys; Hada, Gautam now in PMO

KATHMANDU, AUG 18 -

The government on Friday reshuffled the duties of six secretaries .

A Cabinet meeting decided to transfer Brinda Hada and Tana Gautam to the Office of the Prime Minister and Council of Ministers (OPMCM) from the Ministry of Irrigation and the Ministry for Urban Development respectively.

Gautam and Hada had expressed discontent over the appointment of Lilamani Poudel as chief secretary and skipped meetings called by Poudel repeatedly in the past.

Similarly, the Cabinet meeting also decided to transfer OPMCM Secretary Madhav Regmi to the National Vigilance Centre (NVC) and Kishor Thapa of the Ministry of Education to the Ministry of Urban Development.

Likewise, Suresh Shrestha of the NVC was transferred to the Ministry of Education while Pratap Kumar Pathak of the Auditor General’s Office was transferred to the Ministry of Irrigation.

“How can the OPMCM adjust four secretaries when there are only three positions for them?” asked a secretary on condition of anonymity.

Along with Gautam and Hada, Baman Neupane, secretary at the President’s Office, Bhagawati Kafle, secretary at the Commission for the Investigation of Abuse of Authority, Umakanta Jha, secretary at the Ministry of Commerce and Supplies and Balananda Poudel, secretary at the Ministry of Women, Children and Social Welfare, had also expressed their discontent over Poudel’s appointment.

 “None of the ministers defended Gautam and Hada at the Cabinet meeting. These secretaries simply violated norms and discipline by challenging the government’s decision and not attending meetings called by the chief secretary,” a minister said on condition of anonymity.

Earlier, Prime Minister Baburam Bhattari had summoned these secretaries at his office and warned them not to be uncooperative to Poudel and to support the administrative reform initiatives.

Besides, the Cabinet meet also decided to promote Lieutenant Colonel Suresh Kumar Baniya to the post of colonel.
